Missouri seeks comment on paddlefish transport and snagging “taker” rules

Laws & LicensingMissouri

The Missouri Department of Conservation is taking comment on two paddlefish and snagging rule changes. The window runs Oct. 16 through Nov. 14, 2026. MDC’s release, distributed Oct. 15, says the Conservation Commission gave the proposals initial approval at its Sept. 11 open meeting in Jefferson City.

One amendment would define the legal taker when fish are taken by snagging or grabbing: the person who first hooks the fish. That fish counts toward that person’s daily limit.

The other change is aimed at harvest and illegal commercialization. A paddlefish would have to be gutted, with all internal organs, including the eggs, removed before it is transported out of Missouri.

The commission is set to review comments and make a final decision at its Dec. 11 meeting. If the changes get final approval, they would take effect Feb. 28, 2027. Comments go through MDC’s proposed-regulation page. Paddlefish are usually caught by snagging because they feed on tiny crustaceans and insects and do not take a conventional baited hook.
