North Atlantic pelagic buyers end six-year improvement projects
A buyer coalition that has spent six years pushing Northeast Atlantic pelagic managers closed its two improvement projects today. Fish Focus on Oct. 5, 2026, published a North Atlantic Pelagic Advocacy Group statement marking the formal end of the projects for Northeast Atlantic mackerel, blue whiting, and Atlanto-Scandian herring. NAPA says the work started in 2020.
The statement says the projects are ending without the comprehensive, science-based catch-sharing arrangements the group wanted, and without the catch reductions it says scientific advice requires. It calls the stuck point political, not technical. NAPA says a coalition of 58 businesses engaged ministers, negotiators, industry, and NGOs, produced policy analysis, and built a model sharing arrangement for all three stocks. An April 8, 2026, note on NAPA’s own site had already set today as the end date for both projects.
Ending the projects is not a walk-away, the Oct. 5 statement says. The stocks stay commercially important, and NAPA warns that landings can shift toward markets with lower standards. The new approach still aims at a full sharing deal, with a different path for each species and different choices by member companies, from a full pullback to continued buying. Several members have already stepped back after saying they would if no credible management deal appeared. The statement says those choices hit processors, retailers, food service, feed producers, salmon farmers, coastal communities, and shoppers, and that further involvement needs a clear signal that a deal is actually reachable.
